Why does the extension now allow notifications on all sites?
This is a limitation of the Chrome APIs used for the disable features. When enabling a disabled feature the APIs only allow the extension to set a less restrictive setting and not reset the setting entirely. Therefore if notifications have been previously disabled and are now enabled then the extension can only set them to be enabled for all sites.
The 'Reset Disable Features' feature under the 'Disable' tab can be used to reset the settings to their defaults, but note that this resets all of the settings that can be changed under the 'Disable' tab.

Why does the extension need access to all my browsing history and private data?
This is a standard message shown by Chrome (http://productforums.google.com/forum/#!category-topic/chrome/give-feature-feedback-and-suggestions/f5sdbSD92C8) that indicates that the extension has full access to all the user's data on all web sites in order for all of its features to work. None of this data is accessed beyond the needs of the features of the extension and no personal data is sent from the extension to a third-party apart from for the third-party features such as validators.
