Overview
Set the zoom level based on your screen resolution.
Will zoom pages to 200% on HiDPI screens (wider than 2800 pixels), to 100% others. Will leave alone pages not at 100% or 200%.

It seems this doesn't work well when a high DPI monitor is the primary display. When a high DPI external display (scale: 200%) is the primary monitor and the build-in laptop monitor (scale: 100%) is the secondary, Chrome contents are displayed fine on the high DPI monitor, but contents are displayed too big on the lower resolution monitor.
