Dictutorial is a dictation tutor that reads texts out loud for you to practise your typing, reading, listening, spelling, and translation skills. In reading mode, it will read the text out loud whilst you follow the (optionally highlighted) text. In dictation mode, you are asked to input the word or words that you hear, helping you to hone your typing skills when taking dictation. When used with parallel texts in dual-language (bilingual) mode, it speaks alternate sentences from a text and its translation, assisting in the attainment of many foreign language skills, including listening, reading, orthography, translation, and pronunciation. You can import text files in txt or html format, downloaded for example from the Gutenberg Project web site. During a reading or dictation exercise, the text is read out aloud in a voice of your choosing.

The pronunciation in French was completely wrong, and the English was not much better.

You need to select the correct language in the relevant Voice drop-down list under the Options in the top-left of the page. In monolingual mode, select the correct language from the Voice 1 list. In bilingual mode (Bilingual option selected under the Advance By group), Voice 1 should correspond to the language in the left pane's text, and Voice 2 for the right pane's text.
